It contains 31 towns, 14 villages, 14 counties, and 11 cities with a combined population of about 2,801,090. The largest are Shahrestān-e Gorgān (480,541), Shahrestān-e Gonbad-e Kāvūs (348,744), and Gorgān (244,937). It was established in 1997.
